I was thinking it might be the SHT where it crosses Skyline by that goofy Getchell-Vinland-Highland intersection, but I’m not sure if that’s Duluth or Proctor there.
Wrong on all three counts. Although this is a tough one in terms of exact location, it should be easy to get the city considering all the clues so far.

Not 29 Pines Golf Course in Mahtowa. Getting colder with that guess.

That intersection is in Duluth. It is not the location of the photo, but you are not far off.

Remember, the location is not in Duluth.
There is a Keene Creek Park located in Hermantown.

Rather than give hints at the exact location, I’m going to call it solved when someone correctly guesses the city. This really is a difficult one.

It’s gotta be Proctor or Hermantown, so Ima gonna guess.. Prohermacator… er… Hermantown. No Proctor. My final answer is Proctor.
Proctor is correct. It is along the dead-end Acacia Street.
