The makers of the harbor, hmm... immigrants from Northern Europe mainly.

What do I win?

Oh and it's badass when we get snowstorms with thunder and lightning.

No and no.

the possessive refers to the maker of the thunder, not the harbor.

Flash! Rumble, rumble, rumble...

A snowplow?

ErikF is our winner with honorable mention to the HappyHippo. It was actually a 1000 footer, not a cutter, I heard rumbling like thunder trough the harbor's ice. I kept looking around for a jet in the sky until I figured it out where the noise was coming from.
