The decking and the steel breakwall make me think harbor side of the Aerial Lift Bridge, like it's an old deck section cast aside.

Good guess, but this is not remnants or ruins. It is part of something contemporary that I would guess 99 percent of Duluthians have seen.

Is the kid under the lift bridge?  The grate above his head looks like the "road" surface that makes that cool zhhrooossh-ing noise when you drive over it.
