Ground was broken 50 years ago today for the Tri-Towers apartment complex at 222 N. Second Ave. E. in Duluth’s Central Hillside. The June 15, 1971 Duluth Herald reported that the Duluth Housing and Redevelopment Authority planned 290 units of housing for low-income elderly people. The total construction cost was expected to be $4.2 million. Monthly rents were estimated to range between $35 and $45 per month including utilities.

- The Duluth City Council approved restrictions on the use of amplifiers in city parks, a move “aimed at rock bands which have been using sound amplification equipment in several parks,” according to the Herald. Prior to the ordinance, anyone could set up sound equipment in a park without permission from the city’s Parks and Recreation Department.
- Harcourt Brace Jovanovich Publications announced an expansion after acquiring PSM Corp, publishers of Pet Supplies-Marketing, a “business publication in the per supply field.” Harcourt had 22 other business publications at the time and employed 200. Lars Fladmark, the corporation’s senior vice president, told the Herald about 50 new employees would be hired in the coming months.
