I do believe that's at Target. It probably wouldn't have clicked in my mind so quickly if you had posted the photo in black and white.

Wow, I was almost positive of that. I do believe Target has bright red phones that you can pick up to call for help. Tricky. I guess I'm stumped now.

I used one of those once because I needed assistance finding a meeting room, and got chewed out because it wasn't an emergency.  Apparently 'help' = 'emergency'.
