That's downtown walking down some avenue! Don't remember exactly which, but I saw it the other day walking to Rogue Robot comics, heh.

Oh man! I would've sworn it was on that bridge over the highway by like 17th east...the one to the lakewalk. That poor bridge is always graffiti'ed within an inch of its life.
