  3. Is this entirely necessary? Judging from the Duluth Crime Map the majority of crime downtown is domestic disputes and shoplifting. Pretty sure business owners are on top of the shoplifting. I’m guessing all this is going to accomplish is nosy people in “appropriate attire” yelling at people smoking Spice.
